Thane police, under Commissioner Param Bir Singh, reported that Kulkarni was implicated in the drug racket and attended a key meeting with Goswami and his associates at Hotel Bliss in Kenya on January 8, 2016.

The fourth and final chargesheet in the case against Goswami and Kulkarni lacked evidence of the meeting. The police relied primarily on a statement from co-accused Jay Mukhi, recorded before a magistrate in July 2016, to implicate Kulkarni. Mukhi later sought to retract his statement, claiming it was given under duress.
