The Telangana High Court on Tuesday (September 2, 2025) directed the State government not to take any adverse action against former Chief Minister K. Chandrashekar Rao and former Minister T. Harish Rao based on the findings of the report of Justice (retired) P.C. Ghose Commission which indicted both of them. The order would be in force till October 7, the next date of hearing, the bench of Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin said.
The bench granted the interim relief to KCR and Harish Rao, after hearing two interim applications filed by them apprehending that the government might initiate coercive action against them, having assigned the investigation of alleged irregularities in Kaleshwaram project to the Central Bureau of Investigation (CBI). The bench also gave time to the government to file reply to the applications and directed it file counter affidavits to the main writ petitions filed by the two leaders.
The Advocate General (AG) A. Sudarshan Reddy informed the bench that no action taken report (ATR), based on the findings of the Ghose Commission report, was placed on the floor of the Assembly. He said that, however, the government was bound to table the ATR in the Assembly under sections 3 and 4 of the Commissions of Inquiry Act. That would be done at a later stage, the AG said.
The Supreme Court senior counsels Aryama Sundaram and D. Seshadri Naidu, appearing for Harish Rao and KCR respectively, repeatedly wanted the government to assure the bench that the CBI investigation would not be based on the findings of Ghose Commission. The AG replied that no names of individuals were mentioned in the letter addressed to the CBI to undertake investigation into alleged irregularities of Kaleshwaram project.
