The Punjab and Haryana High Court on Thursday issued notice to the Haryana government on a public interest litigation (PIL) filed by Gurugram residents over “pathetic” roads, traffic mismanagement, security lapses, and encroachments in South City 1 and surrounding areas.

The Division Bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry issued notices to the Haryana government, Haryana Shehri Vikas Pradhikaran (HSVP), Municipal Corporation Gurugram, and other authorities on the plea filed by Brigadier Paramjit Singh and former Special Director, NIA, Navneet Rajan Wasan, among others.

The 150-page petition, along with annexures, argued that substantive legal questions were involved, including whether the petitioners were being denied their right to life and livelihood under Article 21 of the Constitution, and whether the authorities’ inaction amounted to arbitrary conduct in violation of natural justice.

The petition, filed through counsel Yamini Nain, said residents had exhausted all available remedies and were left with no option but to move court.

DRPs gathering dust

Pointing to Detailed Project Reports (DPRs) prepared for road construction, the petitioners said these had failed to resolve issues as no action was being taken. “From issuing tenders for road and sewerage work to addressing other problems, the authorities have refused to act on the DPRs,” it said.

Advocate Varun Singh Dhanda, representing the petitioners, said the condition of roads was “pathetic”, adding that residents were suffering due to encroachments and traffic chaos. The petitioners have sought court directions for the proper implementation of the DPR prepared by the authorities.
